679B.13 Decision — report to governor.
Within five days after the completion of the investigation, unless the time is extended by
the governor for good cause shown, the board or a majority thereof shall render a decision, stating such details as will clearly show the nature of the controversy and the point disposed of by them, and make a written report to the governor of their findings of fact and of their recommendation to each party to the controversy.
