1. The Department shall provide public assistance pursuant to:

- person: means a natural person, any form of business or social organization and any other nongovernmental legal entity including, but not limited to, a corporation, partnership, association, trust or unincorporated organization. See Nevada Revised Statutes 0.039
(a) The program established to provide Temporary Assistance for Needy Families;
(b) Medicaid; or
(c) Any program for which a grant has been provided to this State pursuant to 42 U.S.C. § 1397 et seq., to a qualified person who is not a citizen or national of the United States who complies with the requirements established by the Department pursuant to federal law and this chapter for the receipt of benefits pursuant to that program.
2. A person who is not a citizen or national of the United States is considered ‘qualified’ for the purposes of subsection 1 if the person meets the requirements of 8 U.S.C. § 1641(b).
