By ordinance, the legislative body of a local agency may provide for the levy and collection of assessments or taxes for the creation and accumulation of a fund for capital outlays.

Terms Used In California Government Code 53731
- local agency: means a city, county, or district empowered to levy and collect assessments or taxes. See California Government Code 53730.5
- Outlays: Outlays are payments made (generally through the issuance of checks or disbursement of cash) to liquidate obligations. Outlays during a fiscal year may be for payment of obligations incurred in prior years or in the same year.
