1. Before commencement of an asbestos abatement project, persons shall make all reasonable efforts to minimize the spread of friable asbestos-containing materials to uncontaminated areas.
2. Any asbestos-containing material that will be rendered friable during the process of removal, encapsulation, enclosure or demolition is subject to all applicable federal and state regulations.

- Asbestos: the asbestiform varieties of chrysotile, crocidolite, amosite, anthophyllite, tremolite and actinolite. See Missouri Laws 643.020
- Asbestos-containing material: any material or product which contains more than one percent asbestos. See Missouri Laws 643.020
- State: when applied to any of the United States, includes the District of Columbia and the territories, and the words "United States" includes such district and territories. See Missouri Laws 1.020

3. Analysis of asbestos air samples shall be conducted according to the United States Occupational Safety and Health Administration’s (OSHA) standards in 29 C.F.R. § 1926.1101 or the United States Environmental Protection Agency standards in 40 C.F.R. part 763, Subpart E.
