“Vehicle license fee” means a fee collected by the state of Washington as a license fee, as that term is construed in Article II, section 40 of the state Constitution, for the act of registering a vehicle under chapter 46.16A RCW. “Vehicle license fee” does not include license plate fees, or taxes and fees collected by the department for other jurisdictions.
