The superintendent of a state hospital subject to rules of the department, shall have control of the internal government and economy of a state hospital and shall appoint and direct all subordinate officers and employees. If the superintendent is not a psychiatrist, clinical care shall be under the direction of a qualified psychiatrist.

- Department: means the department of social and health services. See Washington Code 72.23.010
- State hospital: means any hospital, including a child study and treatment center, operated and maintained by the state of Washington for the care of the mentally ill. See Washington Code 72.23.010
- Superintendent: means the superintendent of a state hospital. See Washington Code 72.23.010
