state: means :

(1) a state, possession, territory, or commonwealth of the United States; or

(2) the District of Columbia. See

(a) There is a Transit-Oriented Development Capital Grant and Revolving Loan Fund.

(b) The Fund is a special, nonlapsing fund that is not subject to § 7-302 of the State Finance and Procurement Article.
