Prosecute: To charge someone with a crime. A prosecutor tries a criminal case on behalf of the government.
state: means :

(1) a state, possession, territory, or commonwealth of the United States; or

(2) the District of Columbia. See

The State‘s Attorneys of the several counties shall prosecute any violator of Part I of this subtitle.
