Subject to the approval of the commission, the director may solicit bids and enter into major procurement contracts. Any such contract may be awarded to a technically competent bidder, taking into account the lowest bid, secondary cost benefits and the resulting projected net income which would accrue to the benefit of the state over the term of the contract.
In all awards of contracts, the commission shall take particular account of the sensitive and responsible nature of the state lottery and the paramount consideration of security and integrity.
Terms Used In Idaho Code 67-7420
- Commission: means the Idaho state lottery commission. See Idaho Code 67-7404
- Contract: A legal written agreement that becomes binding when signed.
- Director: means the director of the lottery. See Idaho Code 67-7404
- Major procurement: means any contract with a vendor supplying lottery tickets or shares, data processing systems utilized to track, sell, distribute or validate lottery tickets or shares, any goods or services involving the determination or generation of winners in any lottery game or any auditing services. See Idaho Code 67-7404
- Net income: means lottery revenue and nonlottery revenue, less expenses, as defined in this chapter. See Idaho Code 67-7404
- State: when applied to the different parts of the United States, includes the District of Columbia and the territories; and the words "United States" may include the District of Columbia and territories. See Idaho Code 73-114
- state lottery: means the state lottery established and operated pursuant to this chapter. See Idaho Code 67-7404
