A nominee is eligible for the Award if they have personified the spirit of humanitarian commitment and compassion, and impartially provided services to assist those in need or distress during or in the aftermath or a natural or man-made disaster, public health emergency, or civil unrest; and
(a) the individual directly participated, for at least five (5) days, in a humanitarian act for an individual or group of individuals; or
(b) the individual suffered from an injury, related illness, or death while performing their duty.
