Prior decisions and precedents regarding the application of personnel rules and regulations by the Director of Administation and the Judicial Council for the Executive and Judicial Branches, respectively, need not be applied to cases deliberated under the provisions of §§ 4122, 4123 and 4124 of this Chapter.
