Terms Used In 4 Guam Code Ann. § 4306

  • Arrest: Taking physical custody of a person by lawful authority.
  • Mortgage: The written agreement pledging property to a creditor as collateral for a loan.
  • Mortgagee: The person to whom property is mortgaged and who has loaned the money.
(a) The Governor or his designee shall obtain, on behalf of the employees of the Government, false arrest insurance on a competitive basis for the employees for any false arrest, assault and battery, false imprisonment or malicious prosecution in the course of the employee’s duties as a peace officer of Guam.

(b) The Director of Public Safety shall determine which employees of the Government require such protection and their participation therein shall be mandatory and all premiums for any such policies shall be paid in full by the Government.

(c) As used in this Section, peace officer shall mean all persons designated as such by 8 Guam Code Ann. § 5.55 (Criminal Procedure).

§ 420.§ 4307. Payroll Deductions Authorized.

(a) The Government, with the consent of the employee which consent may be withdrawn at any time, may provide payroll deductions for the making of any payments authorized by this Article and the making of mortgage payments by government employees on home or appliance loans obtained by said
employees wherein the Small Business Administration of the
United States is mortgagee.

(b) In addition, the Director of Administration or any appropriate authority may establish, by appropriate rule, subject to the Administrative Adjudication Act, any other payments which may be paid by employees, with their consent which may be withdrawn at any time thereafter, through payroll deductions.

(c) The provisions of this Section shall not apply to payroll deductions authorized by § 10116(e) of this Title.
