- Obligation: An order placed, contract awarded, service received, or similar transaction during a given period that will require payments during the same or a future period.
The Governor of Guam is authorized to borrow funds pursuant to by the issuance of General Obligation Bonds provided such bonds are issued pursuant to 12 Guam Code Ann. § 2103(k).
