- Evidence: Information presented in testimony or in documents that is used to persuade the fact finder (judge or jury) to decide the case for one side or the other.
y such rule or regulation adopted, approved, recorded and published as herein provided shall be judicially noticed by all courts and agencies of this Territory and the official publication thereof as herein provided shall be prima facie evidence that said rule or regulation was adopted, approved and filed as herein provided.

CH. 9 ADMINISTRATIVE ADJUDICATION LAW
Any such rule or regulation may be cited or pleaded by volume, page and section number without copying the same.
The determination and construction of such rules and regulations in all actions except criminal actions shall be made by the court as a matter of law and not by the jury.
