No employee or appointed or elected official of the government of Guam shall be individually or personally liable for the payment of any amounts due on any of the Loans made under this § 22811, or for any other liability arising in connection with the Loans; provided, however, that nothing in this § 22831 shall relieve any employee or appointed or elected official from the performance of any ministerial duty required by law.
