alth maintenance organizations shall be liable for payment at the prevailing and customary fees for reasonable services as recognized by the Commission, and in conformity with law, for all out-of-area emergency services as defined in Subdivision (n) of § 9102 rendered by another provider which are required under the scope of benefits pursuant to this Chapter. Payment pursuant to this Section shall cover such emergency treatment as may be reasonable and necessary until the enrollee can be trans- ferred to the provider group in which he is enrolled. The provider group in which the patient is enrolled must be notified within twenty-four (24) hours of the initiation of emergency treatment or hospitalization if on Guam and within seventy-two (72) hours if off-island.
