Any person who violates or is about to violate any provision of this Act, or any rule, regulation, criterion, procedure or certificate issued hereun- der may, in a legal action commenced by the Administrator, with the approval of the Board of Certification:
(a) be enjoined from continuing or commencing such violation; and
(b) be subject to a civil penalty not to exceed One Thousand Dollars
($1,000) per day of continuing violation.
