In honor of those local residents who served as civilian scouts for the United States Armed Forces during the liberation of Guam in the Second World War, who have never received adequate recognition from either the United States or the territory of Guam, there is hereby authorized to be paid to each such civilian scout, or his survivor or survivors, a bonus in the sum of Two Thousand Five Hundred Dollars ($2,500.00).
