If any provision of Chapter 71, Title 10, Guam Code Annotated or the application thereof to any person or circumstance is held invalid,
such invalidity shall not affect other provisions or application of Chapter
71 which can be given effect without the invalid provisions or application and to this end the provisions of Chapter 71 are declared to be severable.
