The fingerprints, photographs, records and police reports compiled under this Chapter are confidential and exempt from public inspection except:

(a) as ordered by a court; or

(b) as provided in the ‘Freedom of Information Act’ or
‘Sunshine Act’; or

(c) as required or provided for under Federal law.
