Any violation of this Chapter shall constitute an unfair method of competition, and unfair and deceptive acts or practices in the conduct of any trade or commerce under 5 Guam Code Ann. § 32101 et seq., and shall be subject to a civil penalty as provided in Guam law. Each package of cigarettes sold in violation of this Chapter shall constitute a separate violation.
