less expressly exempted under this Title, a person shall not drive or move, nor shall any owner permit to be driven or moved, upon a highway any vehicle which is not registered as required by this Title. Any vehicle, other than stolen vehicles, operated in violation of this Section, shall be presumed to have been operated with the permission of the owner.
