purchasing officer for purchases made under the fund. The fund shall be used to purchase small miscellaneous items for direct school maintenance and repairs and for classroom and library materials, supplies and equipment in accordance with Chapter 3 of the Procurement Regulations of the Office of the Superintendent of Schools.
