an owner’s name or description is incorrectly registered, or becomes changed (e.g., by marriage, adoption, divorce, etc.), the registrar shall, if he is satisfied that the applicant is the same person as that appearing in the original certificate, and the production by the applicant of the duplicate certificate, issue a new certificate, with such changes as the case may require.
