21 Guam Code Ann. § 61615
(a) To hear and decide appeals where it is alleged by the appellant that there is an error in any refusal of a building permit or certificate of occupancy, or other order, require- ment, or decision made by the Building Official or other administrative official in the administration of this Chapter; and
(b) (1) To hear and decide appeals from any order, require- ment, decision or determination made by the Building Official in the enforcement of the provisions of this Chapter.
(2) The procedure for filing such appeals as well as the procedure governing the actions of the Commission thereon,shall be similar to that set forth in §§ 31062 to 31071 inclusive of Chapter 66 of this Code.
(c) Four (4) affirmative votes of its members shall be required to approve any action by the Territorial Land Use Commission, and the chairperson thereof is required to vote on all matters.
