- Advice and consent: Under the Constitution, presidential nominations for executive and judicial posts take effect only when confirmed by the Senate, and international treaties become effective only when the Senate approves them by a two-thirds vote.

CH. 78 MISCELLANEOUS AGENCIES
The Grand Prix Racing Commission shall consist of seven (7) members, all residents of Guam who shall be appointed by the Governor with the advice and consent of the Legislature, from the following groups: Two (2) members representing motorcycle clubs; two (2) members from automobile clubs; one (1) member from the Parks and Recreation Department; and two (2) members from among the general public of Guam. There may be additional advisors who shall be without vote. Advisory members shall be appointed and served at the pleasure of the Commission.
