The applicant shall publish notice of the filing of such application at least once a week for three (3) consecutive weeks in a daily newspaper of general circulation in the Territory of Guam in a form approved by the Commissioner; the notice shall

contain the date of filing of the application, the proposed corporate name, the address of its principal office, the classes of insurance it proposes to transact, the amount of proposed paid-in capital, the names of the applicants and of the proposed officers and directors, and the time and place appointed by the Commissioner for the hearing of said application. The first publication of said notice shall be made within ten (10) days of the date of filing the application and proof of publication shall be filed with the Commissioner on or before the date appointed for the hearing.
