The provisions of § 8-11-40 shall apply to all state agencies, departments and institutions and shall be administered by each such agency, department and institution pursuant to rules and regulations adopted by the Department of Administration. The sick leave records of all agencies, departments and institutions coming under the provisions of this section and § 8-11-40 shall be subject to audit by the Department of Administration.
