Every person owning or operating an electric railway shall keep and maintain all of its tracks and roadbed and all structures along its line in a secure, safe and substantial condition, capable of bearing such burden as it may reasonably be subject to. Any such person shall keep and maintain its cars as required by § 58-21-210 or otherwise required by law.
