The authority granted by N.H. Rev. Stat. § 34:1 shall be exercised by the city council only after a public hearing on the annual budget as required by N.H. Rev. Stat. § 44:10, and by the adoption of a capital improvement budget and program. The public notice of said hearing shall include a statement distinctly stating the purposes for which such reserve is to be established.
