Terms Used In New Hampshire Revised Statutes 161-C:19
- Answer: The formal written statement by a defendant responding to a civil complaint and setting forth the grounds for defense.
- Commissioner: means the commissioner of the New Hampshire department of health and human services, or his designee or authorized representative. See New Hampshire Revised Statutes 161-C:2
- Lien: A claim against real or personal property in satisfaction of a debt.

Any person who fails to answer within the time prescribed or fails to deliver property pursuant to an order to withhold and deliver or after actual notice of filing of a support lien fails to pay over, release, sell, transfer, or convey real or personal property subject to a support lien to or for the benefit of the responsible parent or any other person; or fails to surrender property under N.H. Rev. Stat. § 161-C:13, or fails to honor an assignment of wages presented by the commissioner, shall be guilty of a misdemeanor.
