Terms Used In New Hampshire Revised Statutes 361-A:4
- buyer: means a person who buys a motor vehicle from a retail seller and who executes a retail installment contract either with the retail seller or with any lender. See New Hampshire Revised Statutes 361-A:1
- Commissioner: means the bank commissioner. See New Hampshire Revised Statutes 361-A:1
- Complaint: A written statement by the plaintiff stating the wrongs allegedly committed by the defendant.

Any retail buyer having reason to believe that the provisions of this chapter relating to his retail installment contract have been violated may file with the commissioner a written complaint setting forth the details of such alleged violation; and the commissioner, upon receipt of such complaint, may inspect the pertinent books, records, letters and contracts of the licensee and of the retail seller involved relating to such specific written complaint. Said commissioner may also make inspections of the records of sales finance companies without the receipt of a specific complaint for any reasonable cause.
