Contract: A legal written agreement that becomes binding when signed.
State: when applied to the different parts of the United States, includes the District of Columbia and the territories. See Montana Code 1-1-201

(1)the county clerk and recorder of the county or counties where the political agencies are situated; and

(2)the secretary of state.
