The city, through its council, may collect and enforce or provide for collecting and enforcing payment of liens created by virtue of ORS § 224.090 or 224.100 by a sale of the property in the same manner and with the same force and effect as is or may be provided with respect to property within the city, or a proceeding in court to foreclose such liens.
