Whenever the State Department of Agriculture determines the fact that a product or food containing a food additive is or may seriously endanger or affect the health or life of animals or people, it may seize, embargo and quarantine such product or food, or take other necessary procedures or action as authorized by ORS § 616.355 for the regulation and control of pesticide chemicals or other poisonous or dangerous chemicals.
