(1) If the Director of the Department of Consumer and Business Services determines that an applicant has satisfied all requirements of ORS § 750.535 and 750.545, the director shall issue the certificate of registration to the applicant.

(2) If the director denies a registration application, the director shall so inform the applicant, stating the grounds for the denial. [1989 c.331 § 7]
