Notwithstanding ORS § 455.610, the Department of Consumer and Business Services, with the approval of the State Plumbing Board, shall adopt rules to create a mandatory inspection program for minor plumbing installations made by licensed plumbing contractors in low-rise residential dwellings. The rules adopted by the department shall:
(1) Define the term ‘minor plumbing installations’ in a manner that does not include new construction;
(2) Designate which minor plumbing installations are under the inspection program; and
(3) Provide for random inspection of minor plumbing installations. [1993 c.520 § 4; 1995 c.553 § 2b; 2003 c.675 § 9; 2005 c.758 § 16]
