(a) The provisions of this act shall apply to any court which has any jurisdiction to take any action suspending, revoking or otherwise limiting a driver’s license. The provisions of this act shall apply to all law enforcement officers who are authorized to enforce laws of this state relating to vehicular traffic or to enforce ordinances or regulations of any local authority as defined in Kan. Stat. Ann. § 8-1432.

(b) The secretary of revenue may adopt rules and regulations for the administration of this act.
