Kansas state university of agriculture and applied science is hereby authorized to purchase aircraft for purposes of renovation and pilot training on a negotiated basis as determined by the president of the university with the advice of the director of purchases and such purchases shall not be subject to the competitive bid requirements of Kan. Stat. Ann. § 75-3739, and amendments thereto.
