(a) In general
Except as provided in subsection (b), the Secretary shall ensure that laboratory operating contractors do not allocate costs of general and administrative overhead to laboratory directed research and development.
(b) Exception for national security laboratories

- Fiscal year: The fiscal year is the accounting period for the government. For the federal government, this begins on October 1 and ends on September 30. The fiscal year is designated by the calendar year in which it ends; for example, fiscal year 2006 begins on October 1, 2005 and ends on September 30, 2006.
This section shall not apply to the national security laboratories with respect to which section 3119 1 of the National Defense Authorization Act for Fiscal Year 2017 (Public Law 114-328) applies.
