(1) The purpose of this chapter is to provide notice and guidance to public officials, candidates, employees, and local government attorneys, as well as the general public, by implementing the provisions in the Code of Ethics for Public Officers and Employees (Florida Statutes Chapter 112, Part III) regarding the prohibitions to and reporting of the receipt of gifts, honoraria, and expenses related to honorarium events. To a limited extent, the rules of this chapter also are intended to provide notice of how other provisions in the Code of Ethics may apply in this context.
