Public hearings may be conducted by the full Commission, by a single Commission member, or by the Division of Administrative Hearings, as directed by the Chair of the Commission after considering the Commission’s workload. The Commission may refer the matter by letter to the Division of Administrative Hearings for the appointment of an administrative law judge. Public hearings held before the Commission or its members shall be governed by the Uniform Rules of the Administration Commission, Fl. Admin. Code Chapter 28-106 Proceedings before the Commission after the public hearing shall be governed by the Uniform Rules of the Administration Commission, Fl. Admin. Code Chapter 28-106, if one of the rules of that chapter is applicable, and, if not, by the rules of this chapter.
