(1) No person shall engage in conduct that resists, obstructs, or opposes a division or FDLE employee in the performance of his or her duties and responsibilities.
    (2) No person shall conspire with, solicit, aid, abet, counsel, hire, or procure any other person or persons to engage in a violation of Florida Statutes Chapter 551, or Fl. Admin. Code Chapter 75-14, nor shall he or she commit any such act on his or her own.
