Any person who manufactures, distributes, or deals in ether in this state must possess a current valid license issued by the department, except that a manufacturer, distributor, or dealer who also purchases ether in this state shall not be required to obtain an additional permit as a purchaser of ether. A person, prior to engaging in activity for which a diethyl ether manufacturer, distributor, dealer, or purchaser permit is required, must file with the department a completed application on form number DBPR-DDC-233, Application for Permit as a Diethyl Ether Manufacturer, Distributor, Dealer or Purchaser, effective April 2016, adopted and incorporated herein by reference and comply with all the requirements for permitting in Florida Statutes Chapter 499, and Title 61N, F.A.C.
