(1) The Asbestos Contractors Examination shall include questions and problems normally connected with the basic fundamentals of asbestos abatement procedures and the business knowledge related thereto. The examination will be in two sections, and the topics which will be covered and the weight for each are as follows:
1. Maintaining Cash Flow (4%)
a. Insure adequate funding
2. Estimating and Bidding (8%)
a. Estimate using takeoffs
b. Check bid specification completeness
c. Determine the proper bid
3. Negotiating and Interpreting Contracts and Agreements (20%)
a. Negotiate and interpret contracts and agreements with general contractors
b. Negotiate and interpret contracts and agreements with consumers
c. Negotiate and interpret contracts and agreements with subcontractors
d. Negotiate and interpret contracts and agreements with asbestos consultant
e. Negotiate and interpret contracts and agreements with suppliers
4. Processing Change Orders (8%)
a. Process change orders
b. Negotiate and interpret change order agreements
5. Purchasing Control (4%)
a. Maintain records by job
6. Scheduling contracts (10%)
a. Schedule materials
b. Schedule personnel
c. Schedule equipment
7. Insurance and Bonding (14%)
a. Acquire worker’s compensation insurance
b. Acquire liability insurance
c. Obtain completed work insurance
d. Acquire asset insurance
e. Obtain performance/bid bonds
8. Contracting Laws and Rules (10%)
a. Comply with state and federal laws
b. Obtain permits
c. Obtain required inspections
9. Managing Personnel (16%)
a. Train personnel on safety procedures
b. Monitor and evaluate field personnel
c. Train personnel on work procedures
d. Comply with labor laws
e. Monitor and evaluate office personnel
10. Payroll and Sales Tax Laws (6%)
a. Comply with income tax/FICA laws
b. Comply with unemployment tax laws
(b) Technical Knowledge Portion
1. Submittals/Notices (10%)
a. Send required notices
b. Maintain logs and records
2. Protecting Personnel (20%)
a. Train personnel on use of protective equipment
b. Establish an emergency plan
c. Conduct personnel exposure monitoring
d. Conduct safety training
3. Preparing for Abatement (35%)
a. Prepare site
b. Design/set up procedures
c. Establish entry and exit procedures
d. Handle and store supplies
e. Obtain/identify necessary equipment
f. Set up decontamination unit
4. Abatement Procedures (15%)
a. Conduct abatement procedures
b. Provide for safe handling of materials
c. Secure necessary equipment
5. Post-abatement Procedures (20%)
a. Conduct sampling/monitoring
b. Dispose of materials
c. Cleanup area
d. Restore site
(2) The Asbestos Consultants Examination shall include questions and problems on subjects normally connected with the basic fundamentals of the design of asbestos abatement projects, plans and specifications. The examination topics which will be covered and the weight for each are as follows:
(a) Preparing and Evaluating Adherence to Technical Specifications (40%)
1. Process the required documentation of local, state, and federal Government
2. Identify the components necessary for shop drawing
3. Identify the components necessary of submittals
4. Select proper schedules
5. Plan personnel protection
6. Design emergency plan
7. Plan medical monitoring procedures
8. Plan entry and exit procedures
9. Plan enclosures
10. Specify work area isolation markers
11. Plan personnel decontamination units
12. Plan temporary site facilities
13. Plan abatement procedures
14. Select method of handling materials
15. Identify equipment
16. Plan sampling/monitoring
17. Plan material disposal
18. Plan area cleanup
19. Plan site restoration
(b) Preparing and Evaluating Adherence to Non-technical Specifications (10%)
1. Evaluate insurance
2. Pre-qualify contractors
3. Describe scope of work
4. Identify the general conditions
5. Identify the special conditions
6. Identify the component for bidding
(c) Administering Contracts (10%)
1. Estimate quantities
2. Evaluate contracts
3. Conduct pre-construction conference
4. Conduct on-site monitoring of abatement procedures

1. Review plans and specifications including as-built of existing facilities
2. Identify building and mechanical systems

(e) Conducting On-site Inspections (10%)
1. Perform visual survey
2. Perform bulk sampling
3. Obtain occupant exposure assessments
4. Interpret lab analysis
(f) Preparing, Conducting, and Evaluating Abatement Management Plans (10%)
1. Determine responsive actions
2. Prepare operations and maintenance plan
3. Train personnel
4. Prepare written plan
(g) Conduct and Evaluate Sampling and Monitoring Procedures (10%)
1. Monitor workers and occupants
2. Conduct pre-abatement and abatement monitoring
3. Conduct clearance testing
