(1) Consistency determinations made pursuant to Florida Statutes § 403.50665, must include a statement of whether the proposed project is consistent or not with local land use plans and zoning ordinances.

    (2) Determinations finding the proposed site inconsistent with local land use plans or zoning ordinances must also include a statement of what would need to be done to make the proposed project consistent with local land use plans or zoning ordinances.
    (3) Failure of a local government to issue a determination of consistency with local land use plans or zoning ordinances within the time periods under the Act shall result in an automatic finding of consistency.
    (4) If a proceeding is held by a local government for the purpose of issuing a revised local land use or zoning approval, pursuant to Florida Statutes § 403.50665(3), then the revised determination issued by the local government must include a statement of whether the proposed project is consistent or not with local land use plans and zoning ordinances, and a statement of what would need to be done to make the proposed project consistent with local land use requirements if it is determined to be inconsistent.
