(1) Applicability.
(a) The emission limiting standards set forth in Fl. Admin. Code R. 62-296.506, shall apply to application areas, flash-off areas, and ovens of large appliance coating lines involved in prime, single, or topcoat coating operations. Credit for transfer efficiency above the baseline of 60% for spray coating operations can be granted according to the following formula:

- Baseline: Projection of the receipts, outlays, and other budget amounts that would ensue in the future without any change in existing policy. Baseline projections are used to gauge the extent to which proposed legislation, if enacted into law, would alter current spending and revenue levels.
