The purpose of this Chapter, 29H-3, F.A.C., is to establish rules of procedure to govern rule-making proceedings. The Council shall follow the Model Rules of Procedure, Fl. Admin. Code Chapter 28-103, of the Administration Commission, as amended from time to time.
