(1) The General Manager, or his designee, shall serve as Tampa Bay Water’s Clerk. The Clerk has responsibility for filing all final agency decisions. The Clerk shall indicate the date of filing on the decision. The Clerk also has responsibility for filing all notices of appeal and for preparation of the record in all judicial reviews of agency action pursuant to Florida Statutes § 120.68
(2) Tampa Bay Water designates Judicial and Administrative Research Associates, Inc. (JARA), publishers of the Florida Law Reports, as its official reporter for the purpose of publishing and indexing by subject matter all Tampa Bay Water orders rendered after a proceeding which affects substantial interests has been held.

- Appeal: A request made after a trial, asking another court (usually the court of appeals) to decide whether the trial was conducted properly. To make such a request is "to appeal" or "to take an appeal." One who appeals is called the appellant.
- Reporter: Makes a record of court proceedings and prepares a transcript, and also publishes the court's opinions or decisions (in the courts of appeals).
