(1) Each user may be classified according to ground or surface sources of water as described in Fl. Admin. Code R. 40A-2.501
    (2) Those users who are required to obtain a Consumptive Use Permit under the provisions of Fl. Admin. Code Chapter 40A-2, will be assigned a source classification at the time the permit is issued.
